Shelby Rihala is an associate with the firm's government law group. Her practice includes general counsel to municipalities as well as government ethics, public contracting, public records and meetings, and litigation.
Prior to joining the firm, Shelby served as chief of staff to state Senator Richard Devlin and then as government affairs associate for Washington County. As legislative staff, she was instrumental in the creation and funding of the state's Address Confidentiality Program for victims of domestic violence. In her tenure at Washington County, she has counseled and advocated on matters ranging from government ethics laws and public records to county resolution of construction liens. Shelby brings significant experience in advocating for her clients at the state and local level on a wide variety of both legal and policy issues.
Shelby is a member of the Oregon State Bar, the Oregon City Attorneys Association, and the Oregon Women Lawyers Association. She currently serves on the Oregon Hanford Cleanup Board and is a past member and chair of the Oregon Commission on Judicial Fitness and Disability.
Shelby received her J.D., cum laude, from Lewis and Clark Law School with a certificate in Environmental and Natural Resources law. She earned a B.A., cum laude, from Willamette University where she double majored in Politics and French.
