Jona Maukonen is with the firm’s Appellate and Litigation Practice Groups. Her primary focus is on representing businesses, government entities and individuals in appeals in state and federal court. She also emphasizes administrative law, representing clients before state and federal agencies (including professional licensing boards). Jona joined the firm after serving as a judicial clerk for Justice Rives Kistler on the Oregon Supreme Court.
Memberships/Affiliations
Jona is admitted to practice before all state courts in Oregon, the Ninth Circuit Court of Appeals and the U.S. District Court for the State of Oregon. She is a member of the Oregon State Bar, the Multnomah Bar Association, the Federal Bar Association, and Oregon Women Lawyers. She currently serves on the Executive Committee of the Oregon State Bar Appellate Law Section. Jona also serves on the Leadership Committee of Oregon Women Lawyers.
Education
Jona received her J.D. from the University of Oregon School of Law. She graduated Order of the Coif, a national honorary scholastic society recognizing law students who have attained a high grade of scholarship. She was also a member of the University of Oregon Law Review. During law school, Jona served as Director of the Women's Law Forum, as a member of the Executive Committee of the Loan Repayment Assistance Program, and she worked as a law clerk with the Trial Division of the Oregon Department of Justice. Also during law school, Jona was a fellow for the Wayne Morse Center for Law and Politics. Following law school she served on the Center's board and is still actively involved with the Center. Jona received a Bachelor's degree in Environmental Science from Oregon State University, and she minored in public policy and economics. She was a student-athlete, playing soccer for Oregon State University.

Successfully defended the City’s formation and design plan for a local improvement district.
- Smyth v. City of Eugene, 239 Or App 175, 243 P3d 854 (2010).
Represented City in appeal of two municipal convictions for DUII; Court of Appeals agreed with our argument that it did not have jurisdiction.
- Sword v. Paulson, 237 Or App 211, 238 P3d 1034 (2010) (affirmed without opinion).
Successfully defended trial court judgment in favor of client on appeal in professional negligence claim.
- Coffey v. Bd. of Geologist Examiners, 348 Or 494, 235 P3d 678 (2010).
Represented license geologist in appeal to Oregon Supreme Court challenging Board of Geologist Examiners’ revocation of the geologist’s professional license.

Successfully argued case to the Oregon Court of Appeals defending City’s application of a smoking ordinance.

Obtained the reversal of a trial court judgment in favor of a petitioner in a writ review action related to the waiver of land use regulations under Measure 37 and the impact of Measure 49.

Successfully defended trial court judgment on appeal to the Ninth Circuit Court of Appeals, affirming summary judgment in favor of the City on plaintiff’s § 1983 and negligence claims arising out of an arrest for trespassing.

Successfully defended trial court judgment on appeal to the Ninth Circuit Court of Appeals, affirming summary judgment in favor of the City on § 1983 claims arising from employment actions taken by the City.

Represented compact agency challenging the County’s imposition of property tax on agency’s property.
- Crooked River Ranch Water Co. v. PUC, 224 Or App 485 (2008).
Successfully represented water association in challenging an Oregon Public Utility Commission order asserting regulatory jurisdiction over client.
- Logan v. D.W. Sivers Co., 343 Or 339, 169 P3d 1255 (2007).
Represented individual in real estate dispute appeal in which the Oregon Supreme Court determined that the other party to the deal had breached an exclusive dealing provision in a letter of intent.

- Represented manufacturer before various state agencies regarding which agencies could regulate use of product.
- Represented doctor in credentialing and state licensing matter.
- Represented water company in matters before the Oregon Public Utility Commission.
- Advised homeowner on administrative matter with the Oregon Construction and Contractor Board.
- Represented lawyer in responding to ethics complaint filed with Oregon State Bar.
- Advised medical group on credentialing issues.
